If you already know how to use IRC, then you know what to do with this information:
Server: irc.esper.net
Channel: #tucson-anon
Esper.net has NickServ services, ask anyone in channel if you need help registering your nick.

Then either getting a client (works best) or using a web hosted IRC chat (works well, good for using IRC at work as you don't have to install anything):

If you are at work, or can't install any programs then use Mibbit - http://www.mibbit.com/
